We are working on reducing setup times on our CNC Swiss. Our people spend a lot of time developing a setup that faces the part with every tool to a set center height. Is there a better way?

There is a better way. Use a dial indicator mounted in a comparator stand to measure the tool height BEFORE you mount it in the machine. Record the offset and load them in as you begin the changeover. This is a good way to externalize an activity by carrying it out before the changeover begins.
