What is the best brand and coating from experience for small roughing and finishing end mills(3/4" and under) for high metal removal rates and good tool life?

Are you looking for indexable? Solid carbide? Cobalt roughers?
For small indexable end mills I have found that the Seco Turbo series works very well. Good tool life and removal rates. But I don't use them very often because they are quite expensive. (Both the bodies and inserts.)
Maybe the economics work out better for higher production volumes, but on the low quantity runs that we normally do (usually less than 50pcs.) they just didn't pay.
For roughing stainless, much of the time I use powdered metal roughers from YG-1. They work well for short runs because I don't have to spend much time tweaking the speeds and feeds to get them running well. I just look at the recommendations in the book, back off about 15% and they work.
For finishing stainless I've had good luck with SGS V-carb end mills.

Budget and volume are important. I'd look into Balzers TiALN, for HSS or carbide.
